Cyclone Michaung - Humanitarian Response to Chennai Floods, 2023

The deluge induced by Cyclone Michaung has led to substantial flooding, with Chennai bearing the brunt of severe inundation. The genesis of Cyclone Michaung event traces back to November 29 when the India Meteorological Department (IMD) identified a well-defined low-pressure area in the southwest Bay of Bengal. Cyclone Michaung brought forth heavy rain and formidable winds to areas in north Tamil Nadu on December 3 and 4, running parallel to its coast. Approximately 39,000 people were affected and 41,459 people sheltered in 373 relief camps in Tamil Nadu.

Lots of people were displaced and had to be shifted to relief centers. In Chennai, On 5th December 2023, 43 relief centers were reported to be operating by 5th December and 20 deaths were recorded in various incidents, including drownings and electrocutions by 8th Dec 2023. Immediate humanitarian assistance is crucial, including evacuations, providing shelter, food, clean water, and medical aid to the affected population.

Relief actions are undergoing by the government, but based on the devastation, the situation remains critical. Therefore, Doctors For You (DFY) with the support of the HCL Foundation is responding to the Chennai floods.

  • 1. 2 Medical teams have been deployed in the community to conduct 4 health camps in a day and provide primary healthcare services. On average attending to 200 patients per day. Special care is given to the elderly, pregnant women, chronic disease patients, and others. Severe or critical patients are linked and referred to higher healthcare centers
  • 2. School-based health screening is done by a doctor and paramedic team for the school children
  • 3. 4 Community mobilization and awareness sessions by a team of paramedics and mobilizers are done per day to sensitize the community on prevention from waterborne diseases, vector-borne diseases, WASH practices, emergency kits for the patients, etc
  • 4. Provisions to distribute Mosquito Nets and fogging and disinfection of the areas would be undertaken
  • 4. Soaps are distributed with WASH sessions.

Zone 1 (Thirvottriyur), Zone 2 (Redhills), Zone 4 (Kodungaiyur), Zone 5 (Royapuram, New Washermenup, Kasimedu, Muthailpet, Chindaraipet, Triplicane, Ayanavaram), Zone 6, (Elephant Gate, Thazhambor, Thiri vi ka Nagar), Zone 7 (Ambattur, Koratur), Zone 8 (Arumbakkam, Villvakkam), Zone 9 (Mandaveli, Marina, Cholaimedu, Mylopore), Zone 10 (Saidapet, Kodambakkam), Zone 13 (Velachery), Zone 14 (Perungudi, Pallikaranai), and Zone 15 (Chemmenchery, Perumbakkam, Kannagi Nagar, Thoraipakkam, Ezhil Nagar) are proposed to be covered for Chennai Flood 2023 interventions.

By 14th December, more than 200 patients were attended in medical camps and 150+ community people were sensitized on health and hygiene practices during floods.
